La Política Exterior y de Seguridad Común es el marco a través de la cual la Unión Europea desarrolla su acción exterior y se proyecta en la escena internacional, aunque también dispone de otras políticas vinculadas a su acción exterior, como la política comercial común, cooperación al desarrollo, ayuda humanitaria, sanciones, acuerdos internacionales. Esta política, como se examina en el presente trabajo, presenta ciertas características específicas en cuanto a su naturaleza, regulación y sistema de votación, caracterizándose por ser eminentemente intergubernamental. En este trabajo se aborda los orígenes y la evolución de esta política y se profundiza en su sistema de votación, dominado por la regla de la unanimidad, y las consecuencias que derivan de ello. Asimismo, se exploran las alternativas y la viabilidad, tanto jurídica como política, del cambio a la votación por la mayoría cualificada, lo que implicaría un avance hacia una mayor integración europea. The Common Foreign and Security Policy (CFSP) is the framework through which the European Unión develops its external action and positions itself on the international stage, while it also has other policies closely related to its external action, such as the common commercial policy, development cooperation, humanitarian aid, sanctions, and international agreements. As this thesis examines, this policy has specific characteristics regarding its nature, regulation, and voting system, being predominantly intergovernmental. This study addresses the origins and evolution of this policyand delves into its voting system, which is dominated by the unanimity rule, as well as the consequences that stem from it. Furthermore, it explores the alternatives and the legal and political feasibility of transitioning to qualified majority voting, which would represent a step towards greater European integration.
